Shall we drop CircleCI, given it's not working ?

CI is red due to CircleCI not finding a configuration. Indeed circleci/config.yml is a placeholder, should we drop the integration ?

I've disabled building with CircleCI. The build configuration can be also dropped but for now I guess we should be getting green in CI.
