Closes #2972 .
This links profile rank values to the performance rankings page containing that rank, instead of only linking to the first page. Country flag links now use the same page calculation when a country rank is available.
User card tooltips also pass through the active ruleset when the source link has one, so the flag link points at the matching mode's country ranking.
