- Adds global vendor ID to contxtful bidder config
Add gvlVendorID: 1569 to contxtful bidder config to enable GDPR consent enforcement for auctions and cookie sync.

We are listed here (https://vendor-list.consensu.org/v2/ca/vendor-list.json) but it seems it only propagated to Canada and not to EU (same in prebid/Prebid.js#14661 PR). We are in contact with them.

@sebastienrufiange this is is meant for european gvl ids. @bsardo we should make sure our committees are having consistent behavior. Do you even have tcf canada enforcement inside PBS? |

@patmmccann we never added support for TCF Canada to Go or Java. There is an open ticket that was discussed almost three years ago but never got any traction as we were anticipating significant updates to the spec at that time. If the spec is mature at this point and there is interest we can consider adding it. |
