Support ESLint 10

can we move v17 out of alpha status and have a proper release? ESLint 9 was released over 2 years ago and folks requiring 8.x support can stay on the older version of prettier-eslint.

This is something that would be appreciated on our side as well. We would love to use this package, but not being able to use the latest major of ESLint that came out so long ago is a bit of a bummer.
