대기열 입장 처리 과정에서 선착순 순서를 보존하고 Admission 단계의 요청 유실 여부를 확인하기 위한 진단 로그를 추가했습니다

dequeue()반환 타입을Set에서List로 변경했습니다.popMin()결과를 score 기준으로 정렬해 Admission 단계까지 순서를 유지합니다.Admission 진단 로그 추가
