feat: add tooltips to MetricCard components

Description

This PR adds responsive tooltips to MetricCard components to improve usability and provide contextual information for each metric.

Changes Made

• Added hover tooltips for all MetricCard components
• Added plain-English descriptions for metrics
• Maintained existing dark theme and UI consistency
• Ensured no layout shift or overflow on hover
• Improved desktop and mobile usability

Tech Used

• TypeScript
• Tailwind CSS

Testing

• Verified tooltip visibility on hover
• Tested responsiveness on desktop and mobile layouts
• Confirmed no UI overflow or layout shift
