Recover short Plus Codes and update intake flow

Add smart Plus Code recovery and related workflow updates. The script now optionally loads open-location-code (installed to /tmp/script-deps) and attempts to recover short Plus Codes using Nominatim + Open Location Code; recovered codes add a verification note to the generated PR body. Refactor processing into an async main(), improve error handling with a fallback validation comment that includes a contact email constant, and update validations to use the resolved plus code. CI workflow: install open-location-code into /tmp/script-deps and broaden the validation-failure job condition; also fix the PR success message to link to the PR URL.
