Run in queued status when there should be a tool call

It happens quite frequently to me that when a tool call should be detected, the run does not change its status from queued to action required.

The system continues to poll the run that never changes status until the timeout is reached.

Are you aware of this "bug"?

The problem is that if the run remains in queued status forever, it creates problems for other runs execution too
