There shall be a new server setting called Damage Multiplier.
Shall be similar to the existing Fall Damage Multiplier but this new one shall be applied to attack damages in general, like shooting, explosion, etc.
Or not multiplier but ratio or something. So attack damages could be smaller, without need to modify weapon files.
So we would need to shoot enemies more before they die.
