For some reason, the RISE server needs more time to start, thus I increased the
startWaittime. I believe this will unblock #132 (after rebase).I used the timing probe to find the new values, because the RISE server was behaving non-deterministically with the previous lower ones.
I will bump the PSF commit and update the README in a new PR.
