Summary:

Avoid saving fixed-path ccache entries from pull_request_target runs.
Keep cache restoration for pull_request_target by using actions/cache/restore with the same paths and restore keys.

Validation:

Confirmed the change is limited to ccache/action.yml.
Ran the local Protobuf tracking verifier successfully.
