This PR adds optional test stages for the current Python 3.15 development builds. This will give us early signal on issues with 3.15 in the final Alpha releases as the feature set is finalized.

PYO3_USE_ABI_FORWARD_COMPATIBILITYto enable building rdps-py (a transitive dependency of httpbin) until crate-py/rpds#210 is resolved.
