This PR should address #7352 and #7353. It collapses the two slightly different sidebar templates into a single source of truth. That template now has the i18n wrappers if someone were to choose to update the internationalized docs. I don't think any of those are currently maintained. It also fixes the lack of logo in the top left which makes navigating back to home difficult, I've hit this myself recently.
The last change is ripping out hacks.html and a significant amount of dead css from a now defunct ad integration.
