Add description field to the Distributions

Most resources in Pulp have a description, but Distributions do not. It would be useful to add a description field to all Distributions.

Reopened - we reverted this change because it broke the pulp-container plugin (#7447, pulp/pulp_container#2260). We will get back to this later.
