* rework doc index page in light of new xarray.dev splash page

* Silence `WARNING: more than one target found for 'any' cross-reference`

* [pre-commit.ci] auto fixes from pre-commit.com hooks

* move to sphinx-design

* tweak cards

* cleanup conf

* cleanup conf.py

* add panels back

* typo

* replace `sphinx-panels` with `sphinx-design`

* remove sphinx-panels

* Add blog

* formatting only
