[ENH] improve performance for functions that use apply

This [article](https://labs.quansight.org/blog/dataframe-group-by) by [marco gorelli](https://github.com/marcogorelli) exposes some pandas syntax that offers better performance than apply... maybe we could use it and improve some of our functions that rely on apply (e.g `complete`)?
