Remove message count requirement from voice gate and make activity block requirement more vague (#3387)

* made voice gate failure reason phrasing more consistent

* added word for clarification and to split numbers

* made voice gate activity messages less informative

* removed message count check and removed extraneous period from message

* Update bot/exts/moderation/voice_gate.py
