Idea: Test translations

While it is not the main propose of this repository, testing Python Doc translations in GitHub Actions would allow a central point to identify problems in translations that could be reported to them (or even fix myself?).

Issues and checks to do:

• Bad POT push to Transifex may silently cause bad PO file syntax issue, messing docs build, powrap and msgfmt. Consider detecting and report syntax issue after committing changes.
• Build docs and Sphinx-lint translations to raise warnings caused by incorrect reST syntax in translation files (NOTE: While the Dashboard does this, it does for all translations currently built for docs.python.org; the idea here is to do for all in Transifex)
• ... anything else?

Regarding this and other ideas: perhaps we could create a GitHub organisation to group all projects connected to translations, like "python-docs-translations". This could help with discoverability.
