ci: remove Test PyPI publishing

Test PyPI was initially introduced to verify the upload workflow.
Now that the workflow is proven, Test PyPI is no longer needed.

Remove the publish-test-pypi job and the local_scheme workaround
that was only needed for Test PyPI compatibility.
