This seems weird, as this error doesn't appear constantly.
For example, last CI on main branch failed after adding these entries to allowlist (said it unused entries).
And what's interesting is that it seems the second error that arose has the same source of the problem, since ENOTCAPABLE is described in stubs, but stubtests still complains because it doesn't see it (error: errno.ENOTCAPABLE is not present at runtime)

@donbarbos hopefully #14886 should fix it. It's not the first time we've had stubtest errors that only sometimes occur in CI :-)
