Arm backend: Add TOSA.AVG_POOL2D_ADAPTIVE op

Adds adaptive avg_pool2d TOSA dialect op to be used for TOSA-1.1. Also addresses a bug in tosa.avg_pool2d fake tracing.

Hi, can we merge this after #18948? It seems likely they will conflict and the former patch is more complex and urgent.
