PENDING: arm64: defconfig: select INTERCONNECT_QCOM_SHIKRA as built-in

Enable CONFIG_INTERCONNECT_QCOM_SHIKRA as built-in to
enable Shikra to boot Qualcomm Shikra CQM/CQS/IQS boards.
