Missing commit message

ci: add Dependabot configuration for automated dependency updates

Add a Dependabot configuration to automatically monitor and
propose updates for project dependencies. This helps keep
dependencies up to date, reduces security risks, and aligns
the repository with standard Qualcomm CI maintenance practices.
