Can't run tests on Python 3.14

On my MacOS machine, I can't install all the requirements for tests because jax is not available, which I believe is used as part of openfermion

it shouldn't be needed for the tests if I remember correctly, openfermion has a soft requirement on jax but imports shouldn't fail without it (I think)
