Add friendly names for configure_python_environment and selectEnvironment tools

Changes

• src/toolNames.json: Added two entries following existing Title Case conventions for non-MCP tools:
  • configure_python_environment → "Configure Python Environment"
  • selectEnvironment → "Select Environment"
