Folder Hover Menu v1.2 (#4537)

* Added support for open/save dialogs. It's optional and can be disabled in the settings.
* Added folder left click and middle click actions. Default actions are "Open in the current window" and "Open in a new tab" respectively.
* Added an option to customize the button opacity.
* Changed the default maximum items value from 500 to 200.
* Fixed maximum item count and time limit not working on special folders such as Recycle Bin.
* Fixed mouse wheel scrolling not working in the menu in some cases.
* Fixed the expand button not appearing in some cases.
* Fixed incompatibility with NVIDIA GeForce overlay and possibly other overlay tools.
