Add 'Fix missing taskbar icons after sleep' mod (#4459)

Forces a taskbar re-layout on resume from sleep/hibernate (1px height pulse) to fix icons that intermittently go missing on wake. Stripped-down GPLv3 fork of m417z's Taskbar height and icon size mod (height plumbing only).
