Release branch form RDMO 3.0.0. Continues #1432 which was closed due to renaming the branch.

Main tasks:

  • Implement new interactive project front-end
  • Implement new modular home page
  • Update projects front-end
  • Update management front-end
  • Use to Bootstrap 5.3
  • Use useDispatch and useSelector in React/Redux

Rebased to 2.5.0. There are some issues left in the management interface (import) and there is a problem with the dashboard which was introduced in the last iteration before the rebase: if the issues are set to closed the "show closed" switch disapears.
