feat: Add Energy Consumption Prediction ML project

Description

This PR adds a new Energy Consumption Prediction ML project to the repository. The project helps predict energy consumption patterns for buildings and facilities, enabling optimization of energy usage and cost reduction through accurate forecasting.

Key Features:

• Analyzes temporal features (hour, day, month, season)
• Considers weather conditions (temperature, humidity)
• Evaluates building characteristics and occupancy
