🐞[Bug]: Update podium & badges hovering

Is there an existing issue for this?

• I have searched the existing issues

Describe the bug

• The set of badges have a div which scales up unnecessary.
• The circular badges and box with some radius doesn't look good.
• The hover for 2nd top performer is somehow more than 3rd.

Expected behavior

• The div for all badges must not scale up when hovered & the badges should have a circular pop up hover with no padding to give better looks.
• Adjusting 3nd top performer to 3rd one in terms on height of hover
