🐞[Bug]: Fix the workflow for sync lables

Describe the bug

Hi @sanjay-kv , i noticed that the workflow we added for sync labels from the issue had removed the hacktoberfest and recode label from the PR due to the conditions defined .

Expected behavior

it should keep all the lables that has been assigned from the issues
