[release-1.9-post-cqa] [RHDHBUGS-2802]: Remove !<plugin-name> suffixes from OCI artifact paths#1994

The RHDH product now auto-detects plugin paths from OCI image metadata, making the !<plugin-name> suffix unnecessary. Updated all 19 files containing OCI path examples to remove the suffix. Restructured the main OCI loading procedure to promote auto-detection as the standard format. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
