According to the GitLab operator documentation, it supports OpenShift 4.21 Since 2.9.0.

Yet the annotations limit the operator to OpenShift 4.20:

Based on #9041 it looks like the operator is updated with automation, so I'm not sure where the source of truth is to update and fix this.

@morey-tech You will have to reach out to the author of the operator. Since it is submitted by the bot, I guess the right way is to contact Gitlab support or file an issue/bug in their tracking system.
