overview: sync beta/LA list with marked pages (#598)

* overview: sync beta/LA list with marked pages

The central beta/LA list on the cloud overview drifted from the pages that
actually mark themselves beta or LA. Enumerate the missing beta features
(MCP Server, Iceberg with AWS Glue, Protobuf converter) and link the
existing beta bullets to their pages so the list stays useful.

Also flag Dedicated on Azure as LA on the Dedicated create page and in
the deployment comparison table footnote, where readers actually make
the AWS/Azure/GCP choice.
