Fix KOTS release notes K8s supported versions

Update the Kubernetes compatibility table and individual release notes
to align with the support lifecycle policy. K8s 1.31 and 1.32 are no
longer supported and have been removed. K8s 1.35 support was added
starting in KOTS 1.129.4 but was missing from the individual release
notes.

Changes:
- Remove bottom two rows from compatibility table (K8s 1.31, 1.32 only)
- Remove K8s 1.31 and 1.32 from remaining table rows
- Add K8s 1.35 to release notes for KOTS 1.129.4+
- Remove K8s 1.29, 1.30, 1.31, 1.32 from individual release notes
  where those versions are no longer supported
