Restore original K8s versions in individual release notes

Keep 1.31/1.32 (and 1.29/1.30 where applicable) in individual release
notes since those were the versions actually tested at release time.
The only change to individual notes is adding K8s 1.35 to KOTS 1.129.4+.
The compatibility table still reflects current support policy.
