Adds a repo-local Codex plugin distribution for Harness alongside the existing Claude Code plugin.

The repository already supports Harness as a Claude Code plugin. This PR gives Codex a native install surface without changing the existing Claude Code plugin path or relying on Claude-only Agent Teams primitives.
