test: add Performance service group coverage#100

Add a dedicated Performance test scenario and register it in the test object list. The scenario covers notification unsupported behavior, domain count reporting, attributes, supported-level enumeration, perf level set/get, perf limit set/get, fast-channel region and attributes, invalid domain IDs, bad indexes, invalid limit ranges, unsupported levels, and short requests.
