River panic as getting shutdown

Started seeing some instances ofpanic: completion subscriber unexpectedly received job in scheduled state, river bug

River version: "riverqueue.com/riverpro v0.22.0"

@didntpay I believe this is related to an old bug in River Pro related to an insufficiently guarded sequence query. Could you try upgrading? Even upgrading to riverpro v0.23.2 should fix the problem if you can't upgrade all the way to the current version right now.
