DT-029 adds skip annotations for rivetkit-typescript/packages/rivetkit/tests/driver/actor-workflow.test.ts.

Tracked skip:

• failed workflow steps sleep instead of surfacing as run errors

Expected closure condition:

• Root-cause why failed workflow steps currently sleep instead of surfacing as run errors, fix the runtime in the right layer, and unskip or replace the test.
• Verify with the full actor-workflow.test.ts driver file under the supported matrix.
