Add "Restart Device" & "Software Update" callbacks to Device View Panel

Problem

As a Developer, I would like "Restart my Device" & "Request Software Updates" to be options for my device in the device view so that I do not have to traverse through multiple Roku subSettings to trigger them.

This would be great tool to have for daily development; especially for users who develop remotelessly & wish to configure their device predominantly in VsCode.

Acceptance criteria

• Device panel displays "Restart Device" option for devices with compatible software.
• Device panel displays "Check and Install Updates" option for devices with compatible software.
• Behaviour is handled for pending requests (disable button, spinner etc) OR the device is in a locked/undiscoverable state.
• Both options should present a confirmation dialog.
• The options should be disabled for devices with a software version less then 15.0.4 with relevant hover text.
