As far as I am aware their is no way to restrict access to content based on metadata or tags tied to the rom.
Describe the solution you'd like
A per user blacklist/whitelist system where an admin can set what kind of content is viewable by the user. For instance blacklisting any games with a 'M' esrb rating metadata or a '[Adult]' file tag to be accessible to a specific user.
Describe alternatives you've considered
Only way that seems at all viable while using RomM is perhaps running different instances of RomM for different target users, which would require running separate libraries with file linking or similar.
Additional context
Mostly thinking of this in the context of parental controls. I would prefer keeping all my roms together in the same library, but I also want to share my library with my nieces and future nephew. I imagine letting them haves access to, say, my GTA San Andreas rom, would not be a great idea for young kids. There are other uses as well, such as limiting access to systems which may not be able to emulate effectively on the expected devices used by a particular user (no reason to share PS3 roms to a user using a low end android device).
RomM can already filter games for searching, so I imagine something like this would be implementable by extending this functionality as a permanent layer over a user.
