Add GitHub Actions publishing workflow and update project configuration
- Add GitHub Actions workflow for automated PyPI publishing on git tags - Add comprehensive publishing documentation in .github/PUBLISHING.md - Update pyproject.toml from Poetry to standard build system (setuptools) - Add Apache 2.0 license file and update project configuration - Update README.md with modern uv/build/twine publishing instructions - Add uv.lock for dependency management The workflow uses the proven uv/build/twine approach for reliable package publishing.
