• Add rclgo Go bindings to the community-maintained client libraries list.

Testing

• git diff --check origin/jazzy..HEAD
• make test could not run locally because doc8 is not installed in this environment.

It is forked, but that repo was no longer maintained. I am many commits past the original repo. In my docs I give credit wheer credit is due though
