build(deps): bundle image_service dependency updates

Updates for a2a/image_service:
- langchain-core >=1.2.11 → >=1.3.1
- pydantic-settings >=2.13.1 → >=2.14.0

Bundles Dependabot PRs #263, #269 into a single update.
Regenerates uv.lock to fix CI.
