build(deps): bundle file_organizer dependency updates

Updates for a2a/file_organizer:
- langchain-core >=1.2.31 → >=1.3.1
- openinference-instrumentation-langchain >=0.1.62 → >=0.1.63
- pydantic-settings >=2.8.1 → >=2.14.0

Bundles Dependabot PRs #260, #264, #265 into a single update.
Regenerates uv.lock to fix CI.
