Alternate arm controller implementations

Proposal to add alternate implementations of the Arm Controller app. Some ideas to consider:

• Game controller (references: joystick controller, xbox controller)
• Web app (reference: web integration service)
• Desktop app with updated gui (reference: nicegui joystick)

All examples should reuse the same DDS system arm material.
It may be a worthwhile exercise to consider supporting multiple arms w/ exclusive ownership qos.
