This reverse-syncs ruby/ruby@7dbd9c2 to Prism by reverting the original PR #3606.
ruby/ruby@a495e6a broke part of the ruby/ruby CI (e.g. macOS failure) when it was merged to Ruby master, so we need this revert in Prism to keep building Ruby.
