Don't load gem's rbs if rbs_collection.yaml exists

In rbs_collection.yaml, some gems can be ignored.
ReplTypeCompletor should follow rbs_collection.yaml configuration.
When config file exists, additional gem's rbs file shouldn't be loaded.
