#Mail Notifications about new messages appear randomly on mobile devices

Describe the bug
Notifications on mobile devices about new messages do not appear when the messages arrive, but instead appear to be queued up and arrive all at once at seemingly random times.

To Reproduce
Steps to reproduce the behavior:

1. Enable notifications on a mobile device
2. Wait for new messages to arrive
3. Observe that notifications appear to be queued up and arrive all at once

Expected behavior
The notifications should appear instantly when new messages arrive.
